Exciting times at Banks Information...
Our brand new Water Well Report web application, BISMap, is up and running! You’ll find additional information outlining the many benefits and time-saving features of our new venture in this newsletter. As many of you know from your own experience, launching a project of this magnitude in not always easy and never on time – it seems that programmer/developers are always late! But I hope you find the final product worth the wait.

Our beta testers are sending back glowing reports but you can be the final judge. Please give BISMap a try and let us know what you think. We’re always open to your suggestions and ideas.

Banks Information Solutions, Inc. recently attended two tradeshows, the LDEQ Conference in Lafayette, LA and the Texas Alliance of Energy in Wichita Falls, TX. At these two tradeshows, we gave away two great prizes.

Congratulations to Pete Lee and David Prescott. Pete, with EcoScience Resource Group, L.L.C., won a Deluxe Fishing Trip on Lake Calcasieu with Calcasiue Charter Services of Lake Charles while attending the LDEQ tradeshow held in Lafayette, LA.

While at the Texas Alliance tradeshow, David, of Llano Permian Enviromental, won two tickets and spending money to attend a Texas Rangers baseball game.

BISMapBISMap™ GIS web application...
Banks Information Solutions, Inc. is excited
to announce the release of our newest product, BISMap. BISMap is an online GIS application which allows the user to plot
their own site on a street map, customize
the scope of their search and automatically generate a report from our own internal database of Groundater Well information.

With BISMap, you will be able to see exactly how much your report will cost, regardless
of size, before deciding whether or not you would like to generate the report. Sites in most of the larger metropolitan counties in Texas will have BISMap reports generated within a few minutes. BISMap reports in other more rural counties may take a little longer to generate.

Currently, we have Water Well information for Texas, New Mexico, Oklahoma, Pennsylvania, Georgia, and Hawaii available through BISMap and data for other states will soon be loaded. You can also look for BIS Map to add other information to its database in the near future.

Lower Price on two key reports...
Banks Information Solutions, Inc. is pleased to announce that we have dropped the prices on two of our more popular services, our City Directory Search and our Historical Topographic Maps Search for any site in the country.

Effective April 13, 2004! The price of the City Directory Search has been reduced from $95.00 (flat rate nationwide) to $90.00. Also seeing its price lowered, the Historical Topographic Maps have been dropped from $60.00 (flat rate nationwide) to $30.00. Both products can be emailed to you for no additional cost.

Although the price has dropped, the quality has not. You will always recieve the same high quality work from Banks on these two products. With the City Directory Search, Banks will use one of our many resources to research and offer a comprehensive report detailing the occupants of your subject address and the occupants of the adjacent addresses. You can always request customized City Directory research from us as well. Just let us know what addresses you’re looking for, and we will research it. With the Historical Topographic Map Search, Banks will use one of the largest collections of Historical Maps in the country to provide you with all available topographic maps on your site. Maps are usually in color and will vary in scales and may date back to the 1800’s.

Knowing the target site Zip Code...
Before using your FirstSearch software to find the target site of your next ASTM search, try to find out the zip code of your target site, if it’s not already provided to you. The current version of FirstSeach must have the target zip code provided before it can proceed with generating your ASTM report. If you don’t have the zip code provided to you, you can search for your target zip code using one of many different online sites. One that we recommend is the United States Postal Service Zip Code Finder, usps.com.


Re-run reports for free...

Concerned about placing your target site in the wrong place? Did you know that by using the Environmental FirstSearch software for your ASTM database report, you have two options to help eliminate any concerns of having your site located in the wrong place? First, the FirstSearch gives you an extra ¼ mile to adjust your target and regenerate the report automatically. In addition, by using Banks, you have 30 days from the time you originally ran the report to rerun the report at no additional cost. Preparing for EPA's AAI...
The congressionally mandated All Appropriate Inquiries regulations which are being created by the EPA in response to the 2002 Small Business Liability Relief and Revitalization Act will soon go into effect. This Federal Brownfields legislation will have an impact on the standards which environmental professionals follow when conducting Phase I ESAs and Banks Information Solutions has been working to prepare for the upcoming changes

The three areas of AAI which will have the greatest effect on the information that environmental professionals order from Banks Information Solutions are:

  • Searching additional government databases.
  • Different search distances for some existing databases.
  • Different requirements for historical sources of information.

The additional government databases are Engineering and Institutional Controls and Tribal and Local Government Records. Engineering and Institutional Controls are usually found in deeds and title records. Although the states are not yet centrally tracking the Engineering and Institution Controls, these can usually be found with a Chain-of-Title search. A search of Tribal records was not required by ASTM 1527-00 but AAI does require them to be searched to the extent that they are available. Banks Information Solutions and FirstSearch will work to add these to our available information as they are located.

Some existing ASTM databases will need to be searched to different distances under AAI regulations. Fortunately this can be accomplished with a few mouse clicks when using our Environmental FirstSearch software.

ASTM 1527-00 lists eight standard historical sources which can be reviewed when conducting a Phase I. These are: aerial photographs, USGS Topos, City Directories, Title records, Property tax records, Fire Insurance maps, Municipal Building Department records and Zoning/Land Use records. The draft AAI rule states that the engineering professional should use his or her best judgment when determining which sources to review. Banks Information Solutions has created a package of products which, we believe, will be used by many environmental professionals when they conduct a Phase I ESA. The package includes a FirstSearch radius report, City Directory report, Aerial Photos, Historic Topos and a letter of No Coverage for Fire Insurance Maps (if there is no coverage). This package is $295 for Texas and Louisiana sites. It is slightly higher in other states due to a greater cost for the aerial photographs.

Banks Information will continue to monitor the progress of the AAI regulations and we will adjust our products as necessary in order to help you meet these new requirements.
