In Texas, a Municipal Setting Designation (MSD) is an official state designation given to a property within a municipality that certifies designated groundwater at the property is not being used as potable water, and is prohibited from future use as potable water because that groundwater is contaminated. Part of the process in having a property approved with the MSD designation is identifying and notifying all well owners within a five mile radius of the applicant’s site that an MSD application is in process for that property.
